Dubai Institutions Offer Initiatives Promoting Community Innovation Culture

Dubai governmental entities have completed their preparations to organize the Innovation Month events from 22nd to 28th February throughout Dubai. Their innovative initiatives and educational programs – provided for the different society groups at such numerous events and expected to attract great attention and participation – would be presented at such period.

UAE Innovation Month, which has been extended to be a whole month upon the instructions of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may Allah protect him, aims at celebrating innovators, their achievements and thoughts, promote the role of the UAE as a global innovation center, urge the community members for innovation and creativity, building capabilities as well as promoting the innovation culture at the UAE.

It also aims at supporting the innovative visions and thoughts provided by the community institutions and individuals and launching and implementing innovative initiatives and ideas at the state level, which would translate the instructions of the state's wise leadership to establish a community equipped with science, knowledge and technology into reality.

Positive Competition

At such occasion, HH Humaid Mohammed Al Qatami, Chairman of the Board of Directors and Director General of Dubai Health Authority (DHA), stated that the instructions of His Highness Sheikh Mohammed bin Rashid Al Maktoum, may Allah protect him, to make major changes to the 3rd session of the UAE Innovation Week into "UAE Innovation Month" from the beginning of this session of 2018 are the best proof of the remarkable and distinguished success of the Innovation Week.

Under the auspices of His Highness, the Innovation Week has created an unprecedented positive competition among the governmental institutions, which are competing to bring happiness to society through new, smart and developed services.

His Highness stressed that the Innovation Week witnesses a public community interaction, which is deemed by DHA as a great opportunity to widen the scope of communication with community and awareness of the innovative services, implemented by DHA to bring satisfaction and happiness to customers. It is also deemed as a chance to convey knowledge and share experiences among the participating governmental and private entities.

In this context, DHA participates in this year in a unique platform, in which it presents a variety of important, exceptional projects – most importantly, genome, mobile lab, sensors in physiotherapy and comprehensive screening device – in addition to a group of smart, innovative services, including:

Salem Innovative Center, Headache Clinic, virtual world for the development of the three-dimensional printing technology, artificial intelligence in the diagnosis of eye diseases as well as the happiness recipe program and smart channel.

Importance

On his part, Eng. Hussain Nasser Lootah, Director General of Dubai Municipality, stressed the importance of contributing to support the UAE Innovation Month, which is currently adopted by the state.

Lootah said, "Dubai Municipality always adopts the innovation strategy in its vision and strategic plan through encouraging its employees and enhancing their efforts to apply the innovation concepts".

He continued, "The participation of DM in the Innovation Month comes within the context of its efforts to establish and promote the concept of innovation at the region and celebrate the innovators and their innovations, aiming at achieving the vision of the wise leadership to create a strategic national innovation framework that would constitute an established culture at all governmental and private institutions as well as achieving the state's highest strategic goals with the highest efficiency and effectiveness".

The Director General of Dubai Municipality added that such participation would deeply establish the value of the event as the most attractive for all society members aiming at sharing the UAE future drawing with the Municipality. The UAE Innovation Month is available for the participation of the federal and local governments, educational institutions, the largest private sector companies and the international partners, aiming at presenting their developed and implemented innovative initiatives.

It also targets all society members in the UAE, including students, youths, public employees, citizens, residents and visitors who have innovations and aim to share them with the whole world.

The Agenda

On the other side, Chancellor Essam Issa Al Humaidan, Attorney General of Dubai, stated that the Innovation Month is a national event listed in the agenda of the events annually organized by the wise leadership.

Dubai Prosecution employees enthusiastically participated in such event, which reflects our eagerness to continuous development and enhancement through integrating the innovation policy within the strategic goals and plans of the Public Prosecution. This aims at encouraging the innovative employees and promoting their efforts to apply the innovation concepts and providing innovative solutions and alternatives that enhance the institutional work environment and achieve the desired target of deeply rooting the position of UAE at the international level in all fields.

Support

Tarash Al Mansouri, Dubai Courts Director General, confirmed that the UAE Innovation Month supports the innovation national strategy and contributes to enhance the position of the UAE as a global center for innovation upon the instructions of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may Allah protect him, to keep up with the instructions of the UAE wise leadership to adopt innovation as a lifestyle.

Al Mansouri pointed out that the Innovation Month is in line with the innovation national strategy, which aims at turning the UAE into a global open laboratory for innovative policies, programs and action models. He added that the government has succeeded in enhancing the innovation culture and turning it into a course of action. Now, a new phase is being launched, which focuses on results and empowerment through developed action model.

He stated, "Dubai Courts have presented four innovative initiatives in the judicial work fields, including deliberation, adjudication and enforcement. Special attention was paid to the principle of providing judicial services to put Dubai Courts at the forefront of the world judicial institutions.

Such initiatives mainly focus on providing services through exceptional procedures distinguished with rapidness, rapidness and simplicity, contributes to saving time and costs – as they are deemed as an alternative to traditional litigation and arbitration – as well as integrated automation of cases for deliberation and issuance of judgments and decisions based on a variety of data and case-related details with no need for human intervention.

He stressed that Dubai Courts are always keen for innovation and guiding the department staff to innovate innovations and programs in line with the instructions of the wise leadership of UAE to easily and quickly serve the customers and litigants.

Saeed Mohammed Al Tayer, Managing Director, Dubai Electricity and Water Authority, stressed, "To achieve the ambitious and inspiring vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may Allah protect him, we, at DEWA, pay special attention for the UAE Innovation Month.

This is in line with the innovation national strategy objectives, aiming at positioning UAE among the world most innovative states, as well as Dubai strategy for innovation, aiming at making Dubai the world's most innovative city".

Al Tayer added, "Innovation is a cornerstone of the DEWA's continuous operations and services in line with its vision to be a world-level sustainable, innovative institution. DEWA has integrated innovation into its vision, mission and values. It raised the percentage of the innovation theme at its annual strategic plan to 40%. DEWA also added goals that are directly linked to innovation, future looking and customer happiness.

DEWA established an innovation team, composed of experts and innovators from different DEWA sectors. Throughout the last years, DEWA efforts in the field of innovation resulted in pioneering initiatives that enabled it to save time and effort to keep up with the fourth industrial revolution as well as relying on artificial intelligence, robots and the internet of things to support the Dubai 10x initiative, which constitute a course of work for Dubai government to promote the emirate to future leadership. This is for a better future for our present and future generations".

Importance

On his part, Major General Mohammed Ahmed Al Marri, Director of the General Directorate of Residency and Foreigners Affairs, Dubai, said, "The wise leadership pays great attention to the importance of innovation and creativity at institutional work as well as the concept of continuous improvement on the sidelines of the rapid developments witnessed by the state and by virtue of the government's future trends to make the UAE government the first in the world to invest artificial intelligence in governmental services".

He added that the UAE Innovation Week is a thought platform for sharing innovative and creative ideas. It's deemed as a national economic gain. The participation of the General Directorate of Residency and Foreigners Affairs in such Week for the third year in a row promotes the concept of communication between governmental institutions. He confirmed that participation is an opportunity to highlight the innovative services, through which the institutions aim at bringing happiness to people through providing innovative services.

This translates the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may Allah protect him, "From our point of view, the happiness of people is a scale for the governmental performance efficiency and a basis for the evaluation of policies and programs".

Major General Al Marri added that the General Directorate of Residency and Foreigners Affairs was still providing smart, innovative, solutions and services through embracing many innovations at the innovation and creativity center in order to develop and enhance the culture of innovation in line with the innovation national strategy, launched by the wise leadership with the aim to develop the artificial intelligence field in the governmental sector through the creation of an innovative environment and a new lifestyle with the latest technologies and artificial intelligence tools in different fields.

Catalyst

Ahmed Abdul Karim Mohammed Julfar, Director General of the Dubai Community Development Authority (CDA), stressed that innovation in the social sector is a catalyst for work development in CDA as bringing happiness for the community members and ensuring the community development sustainability require innovative ideas that go beyond the complexities and challenges imposed by the rapid development as well as the proper and effective employment of the community members' efforts and ideas to facilitate the others lives.

Julfar pointed out that the approach of the late father Sheikh Zayed bin Sultan Al Nahyan, may Allah have mercy on him, was concerned with continuous pursuit of adopting the best solutions and enhancing the scientific and technical capabilities in order to bring happiness and prosperousness to the UAE nationals. This is the simplified concept of innovation in the social sector sought by CDA.

He added that covering all of the community members under the umbrella of the Innovation Month would promote the principles of social harmony and work for the other. All members, especially youths, entrepreneurs and innovators, are encouraged to present new ideas and unleash their innovations to be properly showcased and adopted to serve the community members.

Capability

On his part, Dr. Aisha Bint Butti Bin Bishr, Director General of the Smart Dubai Office, said, "Innovation is the best way to promote competitiveness and maintain a leading position among states and cities in various fields.

The UAE and Dubai have presented an inspiring experiment for the whole world in the field of innovation promotion and technology employment in the comprehensive development march. Government has invested great capabilities in unleashing innovation and benefiting from innovative services and products. It even adopted this as a main theme in its comprehensive strategy. This has led the UAE to win the first position, at the Arab level, and the 17th position, at the world level, on the Global Competitiveness Index 2017. It has maintained its ranking among the world's most important innovative economies.

She added, "We, in the Smart Dubai Office, through all of our plans and strategies, work in line with the instructions and aspirations of our wise government. Therefore, we work on adopting the concept of innovation in all of our initiatives and services. We also seek to adopt such concept as a lifestyle and a course of actions, through which we could, permanently, enhance the innovative efforts in the UAE community and support the creative initiatives and projects that adopt innovation".

Dr. Ali bin Sebaa Al Marri, CEO of Mohammed Bin Rashid School of Government, said, "Innovation has become an integral part of the governmental work system at UAE. It has been associated with the comprehensive development march thanks to the great instructions of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may Allah protect him, to adopt innovation as a pivotal tool to develop the governmental work and a catalyst to achieve more benefits and ensure their sustainability at all fields".

He added, "The participation of Mohammed Bin Rashid School of Government in the UAE Innovation Month comes in the context of the School's efforts aiming at directing the institutional work to adopting a comprehensive innovation perspective.

It also aims at increasing the pace of innovation in the works of the vital sectors through the provision of infrastructure, which enhances the efficiency and building the capabilities of the innovation teams at the governmental entities and institutions as well as helping such team to effectively adopt the innovation tools and employ its outputs to find creative solutions for the improvement of government services and establishment of the innovation culture in the institutional work environment".

Directions

Khalifa Hassan Aldrai. Executive Director of Dubai Corporation Ambulance Services, praised the allocation of February to be the UAE Innovation Month in response to the wise directions of our wise leadership. He stressed that such national directions reflect the UAE's will for future exploration and world leading through turning the innovation culture into a sustainable lifestyle and approach that enhances positivity in our lives and improves the quality of our lives for our, and the future generations', benefit.

He added, "The innovation national strategy, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may Allah protect him, in 2014 played an important role in making the necessary change to adopt innovation as a mechanism for the development and creation of creative solutions that certainly contribute to the promotion of state competitiveness in international forums.

Aldrai continued, "The innovation national strategy has revolutionized the work methods in both the governmental and private sectors. It has, in general, affected the overall development process in the state and established its position among the world countries. In addition, it has led to review the Corporation's strategic plan so as to ensure a high quality, conductive to innovation environment, which has reflected on the achievement of its vision, especially in the ambulance work leadership.

He confirmed that the great success achieved by the Innovation Week at the past years has been developed through the allocation of a whole month for such national initiative this year. This would provide an opportunity for it to have a clear footprint in the society development. He pointed out that this would contribute to the promotion of all work fields and launching great developmental projects that put the state in the leadership position.

Aldrai explained that the UAE Innovation Month represents an important future platform, through which we would work on providing awareness for the pubic of the Corporation's innovators success stories and their kind services provided for the society in the promotion of the Corporation's role to save souls, protect individuals and secure citizens and residents against dangers through the promotion of the emergency medicine principles and pre-hospital patient care.

Roadmap

Dr. Abdulla Al Karam, Chairman of the Board of Directors and Director General of the Knowledge and Human Development Authority (KHDA) stated, "The UAE Innovation Month as a leading initiative launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may Allah protect him, reflects the insight vision of the wise leadership for the establishment of the innovation culture in society as well as achieving the UAE's future national targets, which would enhance its leading position in the world map".

He pointed out that the initiative and its events and innovative ideas constitute a great opportunity for the mobilization of innovative powers at our teams as well as our services provided for our society, on one hand; and at the educational institutions and our students, on the other hand, with the participation of the whole educational community in Dubai.

Al Karam added that celebrating the innovators at the different educational institutions enhances its role as creativity and innovation incubators and facilitate moving forward to bring happiness and quality to our students as well as providing an inspiring model on the national and international levels.

Strategy

Sami Abdullah Gargash, CEO of Mohammed Bin Rashid Housing Establishment, confirmed that MRHE's participation in the UAE Innovation Week comes in the framework of contributing to the achievement of the innovation national strategy aiming at achieving the UAE Vision 2021.

It also aims at supporting the various national efforts to make UAE among the leading innovative countries on the global level through the adoption of the innovation strategy at the various governmental practices as a deeply established methodology that promotes institutional governmental work in addition to the promotion of the Establishment's role to provide an innovation-supporting environment in the state.

Translation

Arif Al Muhairi, Executive Director of Dubai Statistics Center, stated, "The Innovation Month is a translation for the directions of His Highness and the state leaders to harness innovation as a work method in the government so as to witness a positive participation from all federal and local governmental entities as well as the private sector and society members in order to establish the innovation environment and culture aiming at presenting innovative initiatives.

Such innovative initiatives would provide added value for stakeholders. Based on the great success of the Innovation Week, the allocation of innovation initiatives and events for a whole month at the state level would achieve the desired target of knowledge transfer and practical application of open innovation among state entities and individuals.

Al Muhairi added, "In the past period, we have enhanced the culture of innovation among the DSC staff. Now, it is the time to focus on empowering human resources to achieve the desired targets through the innovative work tools and models in line with the Innovation Month of this year "Innovation Starts with You". During such month, with the concreted efforts of governments, we would promote the society awareness of the importance of innovation to make a quality leap towards the future".

The UAE Innovation Month is a serious step to encourage different entities to be aware of the international developments and supporting the innovation paths in different fields aiming at documenting the innovation themes, activities and achievements in the state.

Ali Al Mutawa, Secretary General of Awqaf and Minors Affairs Foundation, stressed that the Innovation Month Initiative, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may Allah protect him, reflects the state's future vision to be one of the best world states in various fields.

Such initiative gained much importance as it coincides with the dedication of 2018 for celebrating the heritage of the late father Sheikh Zayed bin Sultan Al Nahyan, may Allah have mercy on him. It is a heritage full of innovative ideas that laid the foundations of the modern state and confronted all challenges to make UAE a leading state in all fields, most importantly the humanitarian action.

He added, "We, in the Awqaf and Minors Affairs Foundation, are committed to the state's mission and future trends in order to be the world leaders of humanitarian action. We would do our best to support all of the initiatives aiming at serving the human and society".

Al Mutawa continued, "We witnessed a long-term vision in the state trends to encourage creative ideas and support advanced sciences – from artificial intelligence to leadership in space exploration. Such vision puts the quality of human life at the top of its developmental plans".

He concluded, "Out of our role in humanitarian action and our commitment to promote the Awqaf and Minors Affairs Foundation, we inspire from the Innovation Month Initiative the priorities of our actions and we are keen to benefit from each new idea that would positively affect society in order to develop and create new tools to serve such trends".
