Adding welfare standards in the categories of Distinguished Performance
Dr. Ahmad Al Nasirat, General Coordinator of Dubai Governmental Distinguished Performance Program, stated that the program has added standards, indicators and requirements of welfare in all categories of program and we will measure the clients' welfare in each category commencing from the next session.
Al Nasirat's statements came at the margin of Dialogue Meeting organized yesterday by Dubai Governmental Distinguished Performance Program of the Executive Council General Secretariat under the heading of "People First .. How Does Government Make People Happy"
The participants in the Meeting confirmed that UAE Government put people's welfare at the head of its priorities, and they referred to the directions of His Highness Sheikh Mohammad Bin Rashid Al Maktoum, Vice-President, Prime Minister, Ruler of Dubai – May Allah Protect Him – in respect of people's welfare and he confirmed on that the people's welfare is a matter which cannot be delayed at all and it is a daily fact and agenda for which all governmental departments work in order to achieve this purpose by providing the governmental services making people happier.
A group of experts and specialists in field of governmental distinction and creativity took part in the Dialogue Meeting, and in presence of more than 350 participant of Dubai Government Directors and Employees.
Hamad Bouomaim, General Manager of Dubai Chamber of Commerce and Industry, confirmed in his speech delivered in the opening of the dialogue session that the people's welfare is a priority put by UAE Government at the head of its priorities, referring to that successive initiatives launched by the Government, including the smart services, development of infrastructures and providing the leisure and respectable life for UAE People are only a small part of the great efforts exerted by our government for people's welfare.
He added that the directions of His Highness Sheikh Mohammad Bin Rashid Al Maktoum, Vice-President, Prime Minister, Ruler of Dubai – May Allah Protect Him – in respect of people's welfare represent a lighthouse for all authorities, departments and individuals, and he referred to that Dubai Chamber launched in this regard an initiative "My Happiness" which concentrates on two aspects; internal and external, they are Employee's Welfare and Clients' Welfare.
Bouomaim mentioned that the initiative "My Happiness" is based, in respect of internal aspect, on 4 main elements including the care of employees' health and enhancing the culture of communication, interaction and flexibility in the work, and implanting the concept of granting to society for employees, in addition to occupational training and development.
Bouomaim clarified that the initiative "My Happiness" is based, in respect of the external aspect which related to the Chamber's Clients, on three main elements including improvement of service's quality and speed, providing international added value services, in addition to provide a platform stimulating the social and corporate work.
Dr. Ahmad Al Nasirat confirmed that the organization of this Meeting is held according to the directions of His Highness Sheikh Mohammad Bin Rashid Al Maktoum, Vice-President, Prime Minister, Ruler of Dubai – May Allah Protect Him – in respect of providing governmental services for the people's welfare.
He said, the people's welfare represents a thinking, message, meaning and obligation by providing the circumstances and requirements for the people's welfare, leisure and respectable life. It is a continuous leading and human thinking represent the good model for all government leaders and employees in respect of that they are existed for the people's service and welfare.
Dr. Ahmad Al Nasirat clarified that the Meeting aims to transfer knowledge, experiences and techniques followed by the governmental departments for people's welfare representing in clients, employees and community. He praised the leading leadership and sharp vision of His Highness Sheikh Mohammad Bin Rashid Al Maktoum, Vice-President, Prime Minister, Ruler of Dubai – May Allah Protect Him – who confirmed that the people's welfare is a matter which cannot be delayed at all.
There was a special session after the Dialogue Meeting, in which a group of leaders and officers and number of experts in the governmental sector participate. Colonel Dr. Jasem Khaleil Merza, Director of Security Education Department in Dubai Police General H.Q., managed the main Dialogue Session held under the heading of "How Does Government Make People Happy", by asking different questions and discussing the significant related points and fulfilling the leadership vision in continuation of achieving the people's welfare, and the role of governmental authorities in achieving the welfare for all concerned parties and how to measure the extent of their welfare, and the difficulties which they face in this regard and how to overcome thereof and the leadership's role in the people's welfare.
Tariq Al Janahi, Vice-Executive Director of Dubai Statistics Center, talked about the welfare in respect of its psychological aspects and relation to the human instinct, clarifying that the welfare does not have certain standards or a certain line. The factors which can achieve the welfare for a person may completely and totally be different from those which can achieve the same for another person. He referred to that the welfare is governed by many psychological factors such as belief and persuasion, and physiological factors such as health, in addition to the factors related to the surrounding environment and standard of living and other factors.
For the selection of motto "The Happiest Work Family" by Dubai Statistics Center after winning, for the fourth time successively, in the best result of employee's satisfaction and achieving optimal results by the Center, Al Janahi said; this name is selected by all employee, and the working environment in the Center is actually a family environment aiming to achieve the welfare for its members. He clarified that the achievement of welfare in the working environment is a decision and policy which should be taken into consideration by the establishment leader.
He referred to that all persons in the establishment are members in this family and each one of them has an effect on the other member, i.e. the working environment. So, all members are responsible for applying the establishment's vision and policy in respect of achieving the welfare in its environment, and the method of dealing between the fellow workers has an effect on their corporate welfare and loyalty.
Hind Al Moala, Chief of Societal Partnership in Knowledge and Human Development Authority, clarified that the Knowledge Authority completely realizes that the change for the best starts from the internal part, therefore, the Authority was working at first to provide an comfortable and healthy working environment having all means of creativity which make the employee feel happy and motivate him/her to be distinguished and creative in his/her employment.
She added that the Authority believes that the welfare is lifestyles to be provided by happy employees who feel with their full belonging to the working environment to directly transfer their welfare to the clients. She confirmed that our goal is to create a creative environment which makes the clients experience in the Authority easier and happier. So, we keen on providing our services to "our clients", and it relies on creativity in field of hospitality under management of a specialized and keen team to bring a smile to clients' faces.
Role of Leaders
Ahmad Bahrouzian, the Executive Director of Licensing Establishment, clarified that the UAE is one of the first States which put the people's welfare within its priorities in the national agenda, and this refers to that the leadership has a big role to ensure the people's welfare. He mentioned that the role of leadership in continuation of people's welfare is laying in direct communication with people and fulfill their needs and expectations, know the things which make them happy, continuous listening to their opinions about the governmental services by different channels of feedback. He referred to that the most important factor in continuation of people's welfare is the personal presence of leaders in the front lines to provide the service, and this reflects the actuality of people and service and their experiences with the governmental authorities, and reviewing reports which may not sometimes reflect the real situation in all of its details.
In the interactive session held at the margin of Meeting, they asked audience many questions about the role of governmental authorities in the people's welfare. 75% of audience replied that the most significant matter which contributes in the people's welfare in the UAE is the consistent societal support to individuals by a ratio of more than the gross national product / individual and health and increase of age average.
Also, 92% of audience replied that the government has a great contribution in the people's welfare because it directly and indirectly has an effect on most of indicators of people's welfare. For the audience's opinion about the best contribution by the governmental authorities in the people's welfare, the reply was equal at 41% by that the governmental authorities shall work to build an internal happy working environment.
Professor Mohammad Zaaeri was honored at the margin of Dialogue Meeting on the occasion of his inauguration of 50 books summarizing his most important achievements in field of distinction and quality in presence of a number of governmental officers and experts and specialists in field of distinction and quality.
