His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, issued the Council's decree No. 53/2015, to form the Supreme Census Committee in Dubai, to be chaired by the Deputy Chief of Dubai Police Force.
The decree stipulated that the Supreme Census Committee be formed as a temporary committee of Dubai Executive Council. The General Secretary of Dubai Executive Council is the Deputy Chairman. The members are Chief of Dubai Police, Head of Dubai State Security, Head of the General Directorate of Residency and Foreigners Affairs, Managing Director and CEO of Dubai Electricity and Water Authority, Chairman of the Board of Directors of Roads and Transport Authority, Director General of Dubai Municipality, Director General of Emirates Identity Authority, Secretary General of the Federal Demographic Council, the Executive Director of Dubai Statistics Center, in addition to a representative of the Ministry of Interior.
Variables
The Committee aims at ensuring that a census is made in Dubai, according to precise and clear methods that are approved by the relevant authorities. Its aim is to assess Dubai's demographic situation, monitor demographic, social and economic changes that arise in the population, provide a clear and accurate database that is fit to be a basis for developing economic, social and demographic policies, as well as offer a clear, precise framework for all censuses that are carried out in Dubai.
Authority
The Supreme Census Committee has the authority to determine the available sources to estimate the population of Dubai, study all scientific options and methodology to determine the number as well as future estimations of population growth, applying the best available practices in this area and also taking the necessary action to connect to the available databases of the population data systems at Dubai Statistics Center, which will guarantee its continuous update.
Coordination
As per the decree, the Committee is also entitled to propose the needed procedures and mechanisms to update the population databases in Dubai, coordinate with all local and federal authorities, to ensure the accuracy of the census. Also, to formulate executive committees and secondary work teams with specific expertise in census to help it carry out its duties. It is also entitled to solicit the help of whoever it deems convenient of proficient and specialized consultants, as well as national and international experts. The Supreme Census Commission is to conclude its job in three years, as of the date of this decree coming into force, namely 19 November 2015, and it is to be published in the official Gazette.
Technical Support
The decree issued by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum charged Dubai Statistics Center with providing all sorts of technical support to the Supreme Census Committee, including providing the Committee with the expertise and technology related to statistical data, the methodology of collecting and managing it, as well as compiling, classifying, processing, storing this data and submitting the necessary relevant reports to the Committee. Moreover, the General Secretariat of the Executive Council of Dubai provides administrative support to the Committee.
