HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, gave his directions to enhance the mechanisms of developing government policies in the governmental body and connecting them to developing the legislative frameworks and government services on a basis of transparency, effectiveness and efficiency. Upon reviewing Dubai Pulse report and the Smart Decision system, His Highness stated the following, "I have reviewed Dubai Pulse report that presented the achievements of Dubai Plan 2021, one year after its implementation, and the most prominent challenges that we need to overcome."

I am pleased with the indicators I have seen, which show the great trust the Government of Dubai was able to gain in the different sectors of the community. It is imperative that we continue on the path of the founders in developing the government hard work, so as to maintain the continuation of this trust and enhance the community synergy, which is the mainstay of the persistence of Dubai's progress and strengthening its international competitiveness.", he added.

His Highness commented on Dubai Pulse saying, "This is an important document that is based on clear foundations that aim to enhance the performance of Dubai in all aspects. I want everyone to concentrate on the next steps to surmount all the challenges detailed in the report. I will follow up personally with the General Secretariat team how far improving KPIs and the programs emerging from it are kept, so as to realize 2021 plan in full."

"The 4th Generation System affiliated with Dubai Government Excellence Program that HRH Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and ruler of Dubai, may God protect him, issued his directions to be applied, is an opportunity for all government entities to ensure the alignment of institutional work with the strategic outcomes that Dubai Plan 2021 seeks to realize.", he added.

Also, HH directed the General Secretariat of the Executive Council to present the outcomes stated in the report to Dubai community, so they would know the level of achievements realized and participate in achieving the aspirations of the wise leader for the next phase, especially that Dubai Plan 2021 is founded on individuals and their role in the progress of Dubai.

This took place during the meeting that was held at the Executive Council premises at Emirates Towers yesterday, in the presence of HH Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai and the First Deputy of the Chairman of the Executive Council, HH Sheikh Ahmed bin Said Al Maktoum, Second Deputy Chairman of the Executive Council and Chairman of the Economic Development Committee, affiliated with the Council and Abdullah Al Shaibani, General Secretary of the Executive Council of Dubai, as Aisha Abdullah Miran, Assistant Secretary-General for the Strategic Management and Governance Department, discussed a detailed report concerning the performance of Dubai Plan 2021 since the Plan was launched in December 2014.

The report, which was developed according to the axes of Dubai Plan 2021 included a thorough analysis of the Dubai Plan 2021 performance based on the data achieved according to the KPIs and KPTs the plan seeks to accomplish. Also, the Dubai outcomes were compared to a select group of leading cities worldwide in different areas.

Challenges

In this context, Abdullah Abdul Rahman Al Shaibani, General Secretary of the Executive Council of Dubai, stated the following, "The first version of Dubai Pulse sheds light on the challenges that the accomplishment of Dubai Plan 2021 faces and the achievements completed a year from its launch. Through the remarks discussed, we seek to build a comprehensive perception that lays the foundation for integration between all sectors and entities in Dubai."

By 2021, Dubai aspires to be home to creative, empowered individuals who are both proud and happy. Also, to be the place for a collaborative, cohesive society, a favorable place to work and live and a favorable destination for visitors. Dubai also aspires to be a smart, sustainable city, a main hub of international economy under the leadership of a pioneering, outstanding government.

Analysis

Aisha Miran advised that Dubai Pulse report is an analysis of public policies. It is based on a number of KPIs that are annually fed with qualitative and quantitative data obtained from "Smart Decision", which is the Dubai Plan 2021 implementation system. During the visit of HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Miran reviewed the Smart Decision system that HH launched it in Gitex 2014. It was developed in collaboration with the General Secretariat of the Executive Council and Dubai Statistics Center. It presents through an electronic smart platform all statistical information and KPIs that serve the decision-maker, especially what relates to Dubai Plan 2021. It obtains its data directly from its original resources in government entities, in addition to the fact that it is connected to DSC database.

It is also updated with all data resulting  from the different statistical surveys, including those conducted by international entities. It also includes benchmarks of a number of cities worldwide or leading countries in social, economic, civil and technological fields.

The presentation that Miran displayed was designed in an innovative way, so as to tell about the story of Dubai Pulse from the perspective of a child who lives with an Emirati family whose members react with all aspects of the city and its social, economic and civil axes. The results of the report came as a continuous story made of important, meaningful messages.

Prolonged Happiness

The outcome of the Report confirmed that Dubai is taking steady steps on the path to realize happiness for all members of the society, as the report showed that most residents of Dubai believe that it provides a promising and encouraging environment for a family, as 9 out of every 10 of the population expressed that Dubai is a suitable place to start a family according to a survey specifically conducted towards this end. Also, most of Dubai residents – including Emiratis – believe that their relations to their immediate and extended families is strong.

Moreover, a big portion of the residents believe that the respect and tolerance culture prevails in the community. A survey conducted by Gallop in Dubai in 2015 revealed that 9 out of 10 of society members believe they have been treated with respect and that more than two thirds of the population believe that they can receive help or moral support from their friends when they need to.

Effectiveness of the Educational System

The report pointed to the priorities of the government in the next phase through focusing on elevating educational output and academic performance, especially with Emiratis on the one hand and confronting non-transferrable diseases on the other hand, which will affect the level of happiness in Dubai, as well as the effectiveness of the individual and his ability to give, accordingly, the ability of the Emirati family to keep up with their living conditions.

The report showed that most Emiratis aspire that their children get university degrees or higher, which enhances their future opportunities to play a pivotal role in the progress of Dubai.

A Healthy, Sound Life

Choices of individuals are mainly responsible for the level of their health that is affected by the quality of life they are leading, mainly influenced by family and school guidance and the surrounding social environment. Although most of Dubai residents, including Emiratis, are satisfied with their health status, the data shows some behaviors and lifestyles that are unhealthy, such as smoking, eating unhealthy food, not making any physical activities and the prevalence of obesity in society.

Economic Partnership

Dubai witnessed low rates of unemployment, which shows the strength and robustness of Dubai economy to create job opportunities. The report showed that the economic boom can be utilized by enhancing the partnership of Emirtis in vital strategic sectors in Dubai, through developing government policies that motivate raising the rate of participation in the labor market. It also deals with some social and cultural reasons that may prevent Emiratis from participating in economic life in the required way, moreover, working women support policies that create a balance between social and economic life.

Family Coherence

Dubai Pulse report pointed to the strategic programs included in Dubai Plan 2021 that aims to raising the awareness of people who are about to get married of the importance of marital and family relations, in order to confront the phenomenon of high divorce rates among Emiratis, especially in light of rapid urbanization that Dubai witnessed in the two last decades.

The report attributed the reason to lack of harmony between spouses and lack of dialogue, the non-preparedness of those approaching marriage, bad communication skills and absence of mutual understanding concerning values and interests, as reasons of increase in divorce rates. In addition to the aforementioned, the report also pointed to the importance of family coherence through increasing the amount of time parents dedicate to raising their children and decreasing reliance on nannies and home servants.

The report also indicated the efforts currently exerted through societal campaigns and government policies aiming to integrate people with disabilities in social and economic life, in order to raise the awareness of society of their rights and the importance of their empowerment and integration.

Budget

The report pointed to the unprecedented economic growth of Dubai in the two past decades, resulting from ambitious economic policies and investment in a wide urban environment based on a world-class infrastructure, as the surveys conducted by the General Secretariat of the Executive Council in the context of developing Dubai Pulse report, that the majority of Dubai residents are satisfied with the level of infrastructure.

Services

Dubai Pulse report shed light on the achievements realized by the government, due to the continuous programs to develop the work of the government body and the great accomplishments in developing governmental services, leading to unprecedented levels of trust in the government body and great satisfaction with the provided services. The report pointed that maintaining this trust requires developing a smart, unified experience for all employees, which will leverage the customer experience and the level of their satisfaction with the quality of the governmental services provided to them.
